The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects to Promote Tolerance, Pluralism, and the Human Rights of Marginalized Populations through Engaging Youth.
DRL’s objective is to initiate discussions at the local and national level with youth about their attitudes and behavior toward religious minorities and marginalized populations, including social constructs of masculinity and the effect of social institutions such as religion, media, school, family, and peers, in an effort to overcome negative influences on attitudes toward religious minorities and marginalized populations. The proposed activities should work toward the creation of a cohort of youth socialized in the vocabulary of tolerance and able to use this knowledge in their communities to combat intolerance and discrimination.
Program Activities
- Developing interventions combating discrimination and religious intolerance;
- Promoting messages of religious tolerance and pluralism through media such as television and/or radio programming;
- Raising public awareness regarding religious minorities and marginalized populations’ personal and professional contributions to Afghan society;
- Developing educational curricula or extra-curricular associations or activities;
- Developing youth programs that build coalitions to support religious minority and marginalized populations;
- Educating Afghan citizens about the legal, social and cultural consequences of making false claims (e.g. with respect to “moral crimes”);
- Promoting accountability for the accusers; discouraging intimidation and violence; promoting support for those who have been subjected to false claims;
- Raising awareness at the local and national level regarding the fundamental human rights of all Afghans, men, women and children, under religious and secular law
Funding Information
- DRL anticipates having approximately $1,407,407 available to support approximately one successful application submitted in response to this NOFO.
- Applications should not request less or more than $1,407,407. Applicants should include an anticipated start date between August 2017 – September 2017 and the period of performance should be between 24 -36 months/years.
Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
